It is TMS-65 (ТМС-65): "Thermal Machine Special". Originally intended to be used as chemical defense troops for decontamination of tanks and other armored machines.
The main part of TMS-65 is an air engine of MIG-21 (or MIG-23) that has served its time. When the engine is working the water is driven into the gas flow out of the jet; the high-temperature gas-steam mixture is generated.
The gas flow blows away radioactive dust; the high temperature destroys toxic and infectious agents.
As well TMS-65 can be used as a powerful cloud and smoke generator.
